Until other members of Starfleet command are located, effective as of star date 44170.43, I am assuming command of the fleet. We are faced with an unprecedented situation; preliminary data suggests that the attack was highly coordinated and widespread, displaying a depth of understanding of the Federation and Starfleet we had not anticipated.

We are currently assessing the status of both member worlds and Starfleet assets. Toward that end, all captains are ordered to submit reports on their current status and further, route any information they obtain to the USS Roosevelt, using the 'Eyes-Only' protocol, so that we can develop a real-time understanding of the situation.

Appended is a list of those ships known to be lost in the attack on Sol System though the data is not complete. Be advised that preliminary reports suggest that phasers and photon torpedoes had no appreciable effect on the cube and extreme caution is advised. Once we have a better understanding of their technology and more specifically, how to launch a counter-offensive, information will be distributed to the fleet.

We are in talks with the Vulcan High Command with respect to establishing a refugee center and we will keep you advised.
